On August 27th, Tongji University and Shanghai Development Zone Association held the“Working Seminar on the Evaluation of Intellectual Property Capability of Industrial Park”. Experts and scholars from the Chinese Academy of Social Sciences, Fudan University, Shanghai Jiaotong University, Shanghai University, and Shanghai Institute of Technology participated in the seminar.

Under the background of promoting high-quality development, the seminar focused on the improvement of the intellectual property protection capability of an industrial park, promoted the innovative development of enterprises and the deep integration of emerging technologies and emerging industries, cultivated intellectual property-intensive industries, and promote the industrialization and marketization of innovation achievements.
Shanghai Industrial Park is an important carrier for promoting economic and social development. By grasping the intellectual property capability building, it has grasped the key to the innovative development of the industrial park. The Shanghai Development Zone Association and the Shanghai International College of Intellectual Property (SICIP), Tongji University, jointly launched the evaluation and research work on the intellectual property of industrial parks to promote the creation, management, protection, and utilization of intellectual property in the park.
At the seminar, Prof. Cheng Deli, from the SICIP, Tongji University, and the person in charge of the Municipal Development Zone Association, introduced the background, significance, principles, and composition of the index system for further development of the evaluation of the intellectual property capability of the industrial park. They especially emphasized the positioning of the evaluation system to “focus on guidance and strengthen services”. Prof. Shan Xiaoguang, the Dean of SICIP, Tongji University, believed that several important links should be paid attention to in the evaluation of the intellectual property capability of the park. First, the scientific nature of the indicator system needs to be widely recognized, and the Delphi method, expert interview method, and other research methods can be used to extract indicators with large impact factors. The second is to set the indicator system as concisely as possible. The third is to analyze the destination and role of research results and guide the innovation and development of industrial parks.
On the basis of the seminar, the Municipal Development Zone Association will further solicit opinions and suggestions about the evaluation system of the intellectual property capability of the industrial parks to better promote the industrial park’s intellectual property capability evaluation.
