Good News! SICIP Recognized as a Model College for Rule of Law in the Third Batch at Tongji University

Recently, the Notice on the Results of the Third Batch of Model Colleges for Rule of Law at Tongji University was officially released, and the Shanghai International College of Intellectual Property was recognized as a Model College for Rule of Law at Tongji University.

The college’s Party committee attaches great importance to the creation of the model college for rule of law, strictly implementing the university’s unified deployment for the third batch of such model colleges. In accordance with the 2020 Action Plan for Promoting the Modernization of Governance System and Governance Capacity at Tongji University, the college has based its efforts on its actual situation, mobilizing faculty and students to participate collectively. The Party and administrative leadership team held 11 special meetings to study, deploy, and supervise the progress of various tasks related to the creation process. A dedicated task force for the Rule of Law College model creation was established to implement the tasks.

During the creation process, the college followed the work approach of check completeness, assess quality, evaluate practicality, and benchmarked the creation standards for model colleges under the rule of law. The college improved its governance structure, optimized internal control systems, and streamlined management processes, focusing on the standardization, scientific approach, and optimization of the abolish, revise, and establish regulations in areas such as democratic decision-making, team management, education, management services, and democratic supervision. By the time of evaluation, the college had maintained 38 documents, issued 22 new ones, revised 9, and abolished 2, creating a compilation of 69 regulations + 7 processes (2023).

Additionally, to shorten the corridor length for faculty and students when handling matters and improve the quality and efficiency of public service delivery, the college compiled the Shanghai International College of Intellectual Property at Tongji University Service Guide (V1.0), a manual for faculty and students, aiming to standardize, streamline, and facilitate management services. In terms of internal governance, the college clearly defined the division of labor within the college, the powers of decision-making bodies, and mechanisms for collective decision-making and evaluation of important matters, while enhancing faculty and student participation in governance, thereby reflecting democratic development. The college also meticulously formulated teaching and research systems, recruitment supervision systems, foreign affairs systems, and financial management systems.

This successful creation of the Model College for Rule of Law at Tongji University is the result of the joint efforts of all faculty and students and a recognition of the college’s rule of law education. In the future, the college will continue to advance with the times, establish and improve internal control systems, enhance the level of lawful decision-making, democratic management, and democratic supervision, optimize the effectiveness of system operations, and further integrate rule-of-law work with the development of a Double First-Class institution. The college will fully play its exemplary role and make positive contributions to advancing the university’s rule-of-law governance to new heights.
