1.SoL项目介绍

目前，中国境内COVID-19疫情趋于平稳，全国大部分地区逐渐复产复工，人民日常生活也逐渐恢复。回顾至今为止的抗疫历程，各种法律手段的运用以及社会自发的法律信息服务不仅为抗疫攻坚期社会的快速动员提供了基础，也为疫情缓和后的复产复工提供了保障。本志愿服务项目旨在将中文环境下的这类经验和信息，通过一次或二次翻译的方式转化为多国语言供各国（尤其是一带一路沿线国家）参考，同时引入外国抗击疫情的法律经验，汇聚多国力量，共渡难关。

这些经验和信息将包括但不限于：

• 各国为抗疫而出台的法律规制措施（如边境卫生防疫法）

• 各国对违反抗疫相关法律规范的行政/司法实践

• 各国为支持中小企业抗疫而出台的支持政策

• 各国处理突发事件下个人隐私保护问题的经验

• 疫情对合同履行的影响与化解

• 各国防疫物资进出口的法律问题

1.INTRODUCTION

At present, COVID-19 epidemic in China is getting controlled, most regions are returning to normal production and work, and people's life is gradually resuming. The anti-epidemic history up to now is reviewed, and the application of various legal-related means is found not only provided a basis for the rapid mobilization of the society during the epidemic outbreak but also guaranteed the resumption of all walks of life when the epidemic was alleviated. This volunteer program aims to translate such examples and information in Chinese into multiple languages as reference for other countries (especially Belt and Road countries) and at the same time to introduce global legal experience in fighting against the epidemic, so as to pool the strength of many countries to tide over the difficulties together.

Such experience and information include, but is not limited to:

• Legal measures adopted by countries to contain the pandemic (e.g. erect border control and quarantine law and controlling imported cases)

• Administrative/judicial practices violated anti-virus laws and regulations

• Preferential policies issued by countries in support of SMEs

• Methods of addressing personal data protection in a public health emergency

• Pandemic’s impact and resolution on contract performance

• Legal issues of import and export of epidemic prevention materials
