The First Meeting of the Governing Board of Shanghai International College of Intellectual Property Was Held at Tongji University

On the afternoon of September 9, the first meeting of the Governing Board of the Shanghai International College of Intellectual Property (SICIP) was held at Tongji University. Mr. CHEN Qun, Vice Mayor of the Shanghai Municipal People’s Government, attended the meeting and delivered a speech, and Mr. HUANG Yongping, Deputy Secretary-General of the Shanghai Municipal People’s Government, moderated the meeting.



Director WANG Ping, Deputy Director-General MAO Lijuan of the Shanghai Municipal Education Commission; Director-General RUI Wenbiao, Deputy Director-General YU Chen of the Shanghai Intellectual Property Administration; Mr. FANG Shouen, Secretary of the Party Committee of Tongji University, Mr. LEI Xinghui, Vice President of Tongji University, Mr. GONG Peihua, Deputy Procurator-General of Shanghai People’s Procuratorate, Mr. CHEN Zhimin, Vice President of Fudan University, Mr. DUAN Yong, Deputy Secretary of the Party Committee of Shanghai University, and attendees from Shanghai High People's Court, theShanghai Municipal Copyright Bureau, Shanghai Jiaotong University, East China University of Political Science and Law and Shanghai Intellectual Property Society attended the meeting.



On behalf of the Shanghai Municipal People’s Government, Mr. CHEN Qun extended warm congratulations on the establishment of the Governing Board of the SICIP and expressed his heartfelt thanks for the strong support of all governing board members. He pointed out that the establishment of the Governing Board was a crucial measure to support the college's modernization and open school-running, as well as to accelerate the construction of a governance framework that is in line with international standards. It was also a critical exploration that could promote the joint participation of the government, schools, and society in running schools; concentrate valuable resources and innovative intellectual property talent training models. Establishing the Governing Board was also a key measure to actively serve the national and urban development strategies and cultivate high-end talents for constructing an international intellectual property center city. He hoped that the college would take the establishment of the Governing Board as an opportunity to improve the school-running mechanism further, integrate all forces, and speed up exploration and innovation. The college should also give full play to the advantages of international school-running and interdisciplinary disciplines and strive to build a world-class intellectual property talent training platform and high-end think tank.



Mr. FANG Shouen said in his speech that in recent years, the SICIP has made significant progress in many aspects, such as talent training, theoretical and policy research, faculty construction, and international cooperation. These achievements were inseparable from the strong support of the Shanghai Municipal Party Committee, the Shanghai Municipal People’s Government, the Shanghai Municipal Education Commission, the Shanghai Intellectual Property Administration, Shanghai High People's Court, Shanghai People’s Procuratorate, the Shanghai Municipal Copyright Bureau, and other colleges and universities. We believed that establishing the Governing Board would provide a solid guarantee for the college to grasp the orientation of running the school, gather resources, and promote school-running standards. Tongji University would carefully implement the requirements of the Shanghai Municipal Party Committee and the Shanghai Municipal People’s Government. We would fully allocate and integrate subject resources following the spirit of the “Guidelines for the Construction of a Strong Intellectual Property Country” and “Guidelines for the Construction of a Strong Intellectual Property City in Shanghai.” We would strive to build a world-class intellectual property college with Chinese characteristics and contribute to Shanghai's construction as an international intellectual property center city.



At the meeting, Mr. RUI Wenbiao reported on the preparations for establishing the Governing Board of the SICIP. Governing Board members reviewed and approved the "Regulations of the Governing Board of Shanghai International College of Intellectual Property," "Composition of the Governing Board of Shanghai International College of Intellectual Property," and "Proposal on Candidates for the Executive Vice Dean of Shanghai International College of Intellectual Property." He also presented the work plan for the next five years of the SICIP. The members of the Governing Board, who attended the meeting, fully affirmed the construction effect and work plan of the SICIP and expressed that they would continue to support the construction and development of the college fully.



In November 2016, under the support of the China National Intellectual Property Administration (CNIPA) and the World Intellectual Property Organization (WIPO), the Shanghai Municipal People’s Government established the SICIP based on Tongji University. Since its establishment, the college has gathered excellent international faculties, developed and innovated the talent training model, and accelerated the establishment of a world-class intellectual property college with Chinese characteristics. The SICIP has achieved remarkable results in talent training, discipline construction, and academic research. It has cultivated more than 200 students from 42 countries. Among the graduates, four students (two international students) have successfully joined the WIPO headquarters in Geneva. In July last year, the SICIP renewed the second phase of the joint training agreement with WIPO. And in July this year, it was approved as the country's first first-level interdisciplinary doctoral degree authorization college in intellectual property.
