International Seminar on Intellectual Property Talents Successfully Held in Tongji University

On Sept 19th, 2018, organized by China Intellectual Property Administration (CNIPA), and undertaken by China Intellectual Property Training Center (CIPTC) and Shanghai International College of Intellectual Property (SICIP) of Tongji University, the International Seminar on Intellectual Property Talents was held in Tongji university. More than 100 senior officials and scholars  participated in the seminar, including  Mr. Joe Bradley, the Head of Academic Institutions Program of WIPO Academy, Ms. Marta Chikowore, Counsellor of Academic Institutions Program of WIPO Academy, Mr. Gan Shaoning, Deputy Commissioner of CNIPA, Mr. Ma Fang, Inspector of Human Resource Department of CNIPA, Mr. Sun Wei, Vice Dean of CIPTC, representatives from provincial IP offices and IP training bases, Prof. Lei Xinghui, Vice President of Tongji University, Mr. Li Jianchang, Secretary-General  of SICIP CPC Branch, Prof. Yu Xinmiao, Deputy Dean of SICIP, and delegates from Korean International Intellectual Property Research Institute, Queen Mary University of London, UK, Yeshiva University, US, and European Institute for Enterprise and Intellectual Property, France.

The opening ceremony in the morning was presided over by Mr. Ma Fang, Inspector of Human Resource Department of CNIPA. Prof. Lei Xinghui, Vice President of Tongji University, first gave an address. He indicated that SICIP of Tongji University would make further cooperation with WIPO and other peer colleges, taking the advantage of Shanghai as a metropolis, and would enhance the cultivation of high-level compound-skills talents. Mr. Joe Bradley, the Head of Academic Institutions Programof WIPO Academy recalled the development of WIPO Academy and looked forward to its future. He pointed out that the mission of WIPO Academy was to provide all its member states with world-class IP education, training, consultation and research services. The cooperation with CIPTCmight help WIPO to accomplish its aim of training global IP talents. Mr. Gan Shaoning, Deputy Commissioner of CNIPA, introduced the current situation of Chinese IP talents and the development of Chinese IP institutions and agencies, then he put forward suggestions on strengthening the IP talents cultivation from three aspects of sharing of experiences, high-level collaboration and enhancing academic communications.

After the ceremony, the international seminar was divided into three themes, respectively: public policies and services in IP talents cultivation; thoughts and challenges in the design of IP education curriculum, and diversified participation in IP training system and international training models. The first topic was presided over by Prof. Song Xiaoting from SICIP of Tongji University, and Mr. Ma Fang, Inspector of Human Resource Department of CNIPA, introduced the main work done by CNIPA in IP talents training; Ms. Martha Chikowore, Counsellor of WIPO Academy, introduced the training programs and the judiciary organs training project of the academy; Mr. Hyun Sung-hoon, the President of Korea International Intellectual Property Research Institute, introduced the current situation of the public IP education in Korea. The second topic was presided over by Mr. Gao Qiang, Director of Education Division III of the CIPTC; Mr. Song Wei, Dean of School of Public Affairs of University of Science and Technology of China, gave a lecture entitled "Some Thoughts on the Design of Master's Courses in IP"; Mr. Ioannis Kokkoris, Chief Professor in Law and Economics from Queen Mary University of London, UK, introduced the design of IP education system and the practices of Queen Mary University of London. Prof. Michael Burstein, Vice Dean of Cardoso Law School, Yashiwa University, and his collegue Prof. Felix Wu, both introduced the international IP education in the United States. The third topic was presided over by Mr. Yi Zhi, Director of Training Division of Human Resource Department of CNIPA. Mr. Sun Wei, Vice Dean of CIPTC, shared the experiences and practices of the training center; Prof. Yu Xinmiao, Vice Dean of SICIP of Tongji University, shared his experiences of management of SICIP and international IP talents education and training in this school. Mr. Antoine Dintrich, Director General of the European Institute for Enterprise and Intellectual Property, shared the key role of IP training in supporting the innovative ability of enterprises. Prof. Lin Xiuqin, Dean of the IP Research Institute of Xiamen University, introduced the activities and experiences of international IP talents training in the National Intellectual Property Training Base in Fujian Province. Mr. Lu Guoqiang, Deputy Director of Committee of Cultural and Historical documents of Shanghai Peoples Political Consultative Conference, introduced the contribution made by the Shanghai Intellectual Property Administrationin training international IP talents in the process of building a global science and technology innovation center in Shanghai.

During the interaction period, the participants were enthusiastic to raise their questions, and the speakers answered questions with good patience, achieving very satisfactory results. The participants all agreed that with the development of national IP strategy and the transformation of its methods, the training of high-end foreign-related IP talents has become the focus of IP training in the next stage. And the participants expressed their recoginition of fruitful results of the Seminar and reached a further understanding of how to cultivate international IP talents, and they also expressed their wishesfor more such forums and conferences in the future and for a platform for continuous learning and exchange for IP training institutions and practitioners throughout the country.
